Ventura County Treasurer Qualifications, Continued

Oak Park Unified School Member,  Marie Panec, in her comment regarding whether or not there should be minimum requirements for a county treasurer candidate, shed more light on the subject, so I am posting it separately, in addition to leaving it in the comment section of the previous post.

Dr. Panec says, ” The County Treasurer is an administrative position, not a governance position. Governing boards hire qualified administrators to carry out the necessary administrative functions for their organization to operate, in this case Ventura County.

In Ventura County, the public has the role of selecting top level county administrators. However, it is to the benefit of all concerned if the County Supervisors, as the governance team, set a minimum standard for the various top level administrative jobs.

A top level administrator should be at least as qualified as the people s/he will be supervising and directing. For example, the County Superintendent must hold an educational administrator’s certificate to be qualified to run for that office. Our top level County Treasurer should be held to a similar standard and hold some sort of analogous certification.”
