Funny List of T.O. City Council Candidates

I don’t understand the current candidates list for Thousand Oaks City Council that is on Ventura County’s Elections Division website.  The list shows that incumbents Dennis Gillette and Andy Fox have filed papers to run, but that Claudia Bill de la Pena has not.  Claudia’s name is listed, but with no date beside the entry for taking out papers or filing them.  It is strange, because if she has filed, the dates should be listed, if she has not filed, then her name should not be on the list.  I understand that a candidate can also pull papers at the city or agency where the position is up for election, but that city or agency is then supposed to forward the info to the county Elections Division ASAP.  What is going on?

So, it looks like the filing period is over for running for the T.O. Council  However, a further confusion is, that if an incumbent such as Claudia, does not file, the filing period is extended till the following Wednesday!  Very confusing for candidates and voters alike! 

Other candidates listed as filing, as of this weekend are:  Deborah Birenbaum, educator; Billy Martin, businessman/writer; Micahel Wurtzel, businessman; and Todd Press, with no designation.  Those listed as taking out papers but not filing are Al Adam, Frank Buster Akrey, Ryan Cox, Brian Feingold, Charles F. Hartnett, Jr., Ernest Legault, and Thomas Adams.  Looks like quite a race!
