Philippa Klessig beat out Chris Mann in the final vote count, for the 2nd seat on the Westlake Village City Council, that was up for election last week. According to the VC Star, after the absentee and provisional ballots were tabulated, the count ended up 953 votes for Klessig and 907 for Mann.
